Sarah Dallas

Vice President of Program Management

An experienced executive leader, Sarah Dallas serves as Vice President of Program Management with Hansei Solutions. She leads the organization’s operational strategy and Project Management Office, overseeing the transformation of strategic ideas into scalable, executable programs that support growth, efficiency, and long-term performance.

With more than 13 years of experience leading large-scale, cross-functional teams, Sarah brings deep expertise in program and portfolio management, strategic planning, process improvement, and organizational execution. Her background includes oversight of nationwide and global networks of field service professionals, complex contract portfolios, and highly regulated operating environments, where timeliness, quality, and accountability are critical.

Prior to joining Hansei, Sarah spent over a decade with ISN Corp, most recently serving as Vice President of Programs. In this role, she led large, multi-year programs supporting federal agencies, overseeing budgets, forecasting, analytics, quality assurance, and execution across diverse stakeholder groups. Earlier in her career, she managed major government programs supporting agencies, including the U.S. Marshals Service, the Defense Security Cooperation Agency, the Centers for Medicare & Medicaid Services, the HHS Center for Tobacco Products, and USDA Rural Development. In these roles,  she was responsible for large asset portfolios, compliance operations, and geographically dispersed teams.

Sarah is a Project Management Professional (PMP) and is trained in Capability Maturity Model Integration (CMMI) Level 3. She is known for operating at the intersection of people, process, and results. Her leadership style emphasizes clarity, accountability, and practical problem-solving, with a strong focus on developing leaders and teams who can maintain momentum as organizations scale.

Outside of her professional work, Sarah is actively involved in animal rescue efforts and enjoys creative projects that blend structure with storytelling.
